[Bug 219503] Re: WebControl.py crashed with ImportError in <module>()

Same error as bug 55075 and bug 48724.  Apparently somehow the fix for
that one, changing python-qt3 from a recommends to a depends, got
dropped somewhere between 27 Aug 2006 and now.
