I can confirm this on Intrepid with KDE 4.1.1.
sudo apt-cache policy kontact
kontact:
  Installed: 4:4.1.1a-0ubuntu3
  Candidate: 4:4.1.1a-0ubuntu3
  Version table:
 *** 4:4.1.1a-0ubuntu3 0
        500 http://gb.archive.ubuntu.com intrepid/main Packages
        100 /var/lib/dpkg/status

Same symptoms as described above. I'll report this at bugs.kde.org
