I am having the same issue on two computers.

ii  kate                                       4:4.2.2-0ubuntu1                             KDE 4 Advanced Text Editor
ii  openoffice.org-writer                      1:3.0.1-7ubuntu1                             OpenOffice.org office suite - word processor
ii  klipper                                    4:4.2.2-0ubuntu1                             clipboard utility for KDE 4

To reproduce :
 1. Run OpenOffice.org Writer
 2. Run kate
 3. Type some text in OO writer. Select it and copy it with "Right click" and then "Copy". CTRL+C seems to work
 4. Select the kate window. If the bug is happening, the transition to the kate window will be very slow (about one second)
 5. Try to paste the text using "Right click" and then "Paste". If it works, add some letters to the text in OpenOffice and retry. For me, two tries where enough to make the problem happen.

Using Konqueror instead of Kate change nothing. However, if I close
clipper or disable the "Prevent empty clipboard" option, then I cannot
reproduce it anymore.

Clipboard is an important feature and these problem was very annoying
for a non-geek to which I asked to test Kubuntu. Therefore I suggest
that either Klipper or the "Prevent empty clipboard" options are
disabled until a proper solution is found.
