[Bug 360558] [NEW] Translations are missing

Public bug reported:

As told in #kubuntu-devel you are voluntarily stripping Name and Comment
translations from files like
/usr/share/kde4/services/kmail_config_identity.desktop this results in
translations mising everywhere, it would be a good idea if you did not
cripple KDE translations.
