In another related apparent Kubuntu-specific bug, the copy / move dialogues cannot be dragged away from the panel in Kubuntu. However, this _is_ enabled in KDE. See here:

Again, this is not an upstream bug, as these seem to be Kubuntu-specific
bugs and KDE is taking no responsibility for them.
