[Bug 367396] [NEW] KDE4 panel config bar should close when ESC key is pressed

Public bug reported:

Like other popups, the config bar for the KDE4 panel goes away when you
click somewhere else.  However, it does not close if the escape key is
pressed.  It should do :-).
