using ubuntu v9.04

apt-cache policy systemsettings
systemsettings:

I want access to the overall system settings.

systemsettings, either by menu or terminal, starts HDD running for many minutes, increases swap file to near maximum but never actually stops or produces anything.
I find it necessary to turn off PC & restart manually.

For those who have this bug, it's a significant problem!

Even a workaround would be most acceptable!
