Please write up a proper description and find a descriptive name for
this report.

I don't see why we would have to keep a report that doesn't contain
_any_ information but links to other reports (that are upstream anyway).
That said, this report will be closed as invalid if it doesn't get an
appropriate amount of information soonish.
