It seems there is more than one duplicate file in those packages:

Selecting previously deselected package kdebase-workspace-bin.
Unpacking kdebase-workspace-bin (from kdebase-workspace-bin_4.3.0-0ubuntu13_amd64.deb) ...
dpkg: error processing kdebase-workspace-bin_4.3.0-0ubuntu13_amd64.deb (--install):
 trying to overwrite `/usr/share/kde4/services/kcm_keyboard.desktop', which is also in package kdebase-workspace-data

kdebase-workspace-bin and kdebase-workspace-data 4.3.0-0ubuntu13 still
refuse to install together.
