[Bug 399772] [NEW] kubuntu Network Settings

Kubuntu does not have a unified network management. Every time that the user needs to change network settings, he must change the configuration in into NetworkManager than in the section
"Network Settings" (under System Settings) and then change the apt.conf file. All this is frustrating!!
