This bug in bugs.kde.org is reported also fro Ubuntu packages.

How do you know is this fault of upstream or is it a problem of
packaging in kubuntu?

The fact that another person reproted same bug in bugs.kde.org, also
FROM KUBUNTU, confirms this bug report here, not invalidates it.
