[Bug 495452] [NEW] Kpackagekit fetch and download packages through proxy server after deactivating it

1) Kubuntu 9.10 Karmic Koala
2) kpackagekit 0.4.2-0ubuntu3
3)When I changed the proxy setting from using a proxy sercer to not using it I expected packagekit to use this new configuretion.
4)Kpackagekit uses the old proxy configuration for upgrading packages but not for install it or update the list of packages available.
