[Bug 495651] [NEW] kdm should not depend on root password

Public bug reported:
Binary package hint: kdm
In system settings => advanced => login manager => shutdown you can configure kdm to ask for root password. Or, if you enable XDMCP and try to halt the remote computer, kdm will ask you for root password.
I may be wrong, but this seems to be contrary to ubuntu no-root-password policy.
