Public bug reported:

Binary package hint: kdebase-workspace

Enabling keyboard layout switching disables the "regular" left arrow key
and the Alt-F1 shortcut (which calls the Kickoff application launcher).
Disabling keyboard layout switching fails to restore the expected
functions to these two keys.

By "regular left arrow", I refer to the "navigation" keypad between the
Enter key and the numberpad.

The only way that I have figured out to restore the function of these
two keys is to backup .kde and .kderc and reconfigure both from scratch.

I have observed this problem with KDE 4.2 (jaunty), KDE 4.3 (karmic) and
KDE 4.4beta (karmic with ppa, lucid).

My current keyboard is a wonderful 20+ year old Northgate OmniKey, which
has its own entry in the list of keyboard models under System Settings |
Personal | Regional & Language | Keyboard Layout. I have, however,
tested with numerous other keyboards on this machine, including several
modern generic 104-key keyboards. All have shown this same problem which
leads me to believe that this problem is with software on this machine
rather than with any specific hardware; on the other hand, however, my
other Ubuntu box, also with a Northgate keyboard does not show this
problem. I cannot test on that second box immediately because of a
recent catastrophic drive failure; the system awaits rebuilding.
