Do you think should I start a new bug that says something to the effect
of: "tell the user that he needs to install khelpuser"? I mean, as it
stands, "normal" user is just going to see the error message and form a
negative opinion of Kubuntu, so it really is a bug as seen from the
user's perspective (he's asked for help, and hasn't received any).

And should this possible new bug be filed here or on bugs.kde.org?
