New version of plasma-widget-network-manager is
0.0+svn966653-0ubuntu0.1.

Please check to see if the same problems still exist.  This update has
fixed numerous annoyances for me.  If you have existing wireless
connections defined, you may need to delete them, then log out and back
in, before testing.
