I hit a similar problem with latest kde 4.21.  For me, I can no longer
switch up or down using ctrl+up or ctrl+down, but I can switch left or
right using ctrl+left, ctrl+right.  It used to work before the upgrade.
I tried reassigning 'switch one desktop up/down' using different key
combinations, but none seems to work for up or down.
