[Bug 349221] [NEW] high system load, mouse clicks unresponsive after resume from suspend

Public bug reported:

For the last week or so, Kubuntu desktop has been unresponsive after
coming back from suspend.

Symptoms:
* keyboard works ok
* desktop does not respond to mouse clicks (menu button, right click anything, anything in the panel)
* applications can be started normally using keyboard
* the only mouse action that works is dragging the KDE Twitter plasmoid around the desktop (maybe other plasmoids ?)
* extremely high system load immediately after coming back from suspend
* when I check top a load of 18 or so is seen, rapidly decreasing... no apps consuming massive system resources so it might be a minor thing that triggers load then stops.

Workaround
* Ctrl-Alt-backspace to restart X and log in again. system is then fully responsive.

I've attached a  load chart over the last 3 days (the second load spike
above Wed 12 is not related to this issue).
