I had same problem on newly installed Ubuntu 8.10 !

I have updated /usr/share/apps/kdevappwizard/incadmin.tar.gz with updated files from /usr/share/libtool/config
and now compile done without errors !

My incadmin.tar.gz in attachment. Just download it to
/usr/share/apps/kdevappwizard   (remember of root privilege)
