Possibly; although I'm not sure whether they are really after Xorg
editing or being able to do the same type of monitor resolution
shuffling/mirroring as can be done with the settings gui - a generic
xorg.conf editor is potentially a very big job, something that just let
you use the same type of settings in the kdm is possibly smaller.

[actually there is a whole class of similar issues; e.g. network config
setup by [K]NetworkManager - it's a pity that a user can't take these
settings and apply them to boot time - e.g. settings a static IP on
network interface; it's a general symptom of moving system settings
post-login]
