I have just done a complete reinstall of my system, and now the laggy
Plasma issue is gone.  However, in Dolphin, the file selection
backgrounds in the main pane remain laggy for 1-2 minutes after dolphin
has been started.  After that, they become smooth again.  The other
mouse-over effects (in the Folders and Places boxes) are always smooth.
