Well I'm using Kubuntu 9.10 and my problem is very similar.

I had to reset my wireless router, requiring me to connect to it with
it's factory default essid and then with my preferred essid name -
except it would only see one, I'm guessing because of the MAC address of
the router or some other key.

I spent a good hour believing I hadn't reset the router properly before
I reset my laptop and the "cache" was refreshed.

The plasma-widget-networkmanager was showing me the updated details I
had entered, but this information didn't get to where it mattered
without a reboot.
