I don't know if this is actually a bug. The context menu is quite clear: the first entry is 'Empty Trash' and the last one is 'Remove trash'.
To add the trash icon in the places panel of Dolphin, right clic -> Add entry -> Description: Trash; Location: trash:/

Furthermore it's very easy to add the trash widget (plasmoid) to the
desktop or to the panel.

If you really think this a KDE UI bug you should report this upstream:
