This is a regression, as KWin compositing/effects worked well under
Jaunty.
There are some bug reports already mentioning how KWin effects are
always disabled on login:

I am also experiencing this, but when effects are manually enabled, the
performance is atrocious - there is a noticeable delay
moving/resizing/minimising windows etc, and the framerate drops very low
- (under 15fps according to the 'show fps' effect plugin).

With the same xorg.conf, Compiz runs like a beast and looks great, so
there is something KWin-specific going on here.
