[Bug 441097] [NEW] update to 9.10 fails after package download

Public bug reported:

Binary package hint: update-notifier-kde

Run 
update-notifier-kde -d 
from 9.04 system. 
All is well through package download, then after click 'start upgrade' on the 'package changes' summary a box appears just saying:
"Could not install the upgrades
The upgrade is now aborted. Your system could be in an unstable state. A recovery will run now (dpkg --configure -a)."

No chance to view logs, details, and the 'show terminal' button never
appears to be enabled.

Running from Konsole shows only this output:
$ update-notifier-kde -d
