Ahh, found it! It is not a bug actually, what happened is we used to
default to the Stickey Keys modifier, which we don't any more.
To disable this feature go to System Settings, and then under
Accessibility there is a tab for Modifier Keys. There you can uncheck
the Use Stickey Keys.
This is a feature for people who may not have quick mobility and tend to
do their keystrokes very slowly. So because this is really a feature
that was enabled for you, which it no longer is, I am going to close the
report. I appreciate it that you helped me figure this one out so in
case someone comes up with a similar issue in the future I will be able
to help them a bit more :)
