[Bug 443335] [NEW] point Kubuntu default home page to Google Custom Search and include proper identifier

Binary package hint: kdebase

Currently when doing a search from the custom search page in Konqy, the
search is directed to a standard Google search results page. This should
be changed to:

1. Point to the Ubuntu Custom Google Search Page
2. Include a Kubuntu specific identifier

So a search for "Kubuntu Rocks" should end up here:
http://www.google.com/cse?cx=partner-pub-2070091971271392%3A6ra8wy-1zdk&ie=UTF-8&q=Kubuntu+Rocks&sa=Search

except with a Kubuntu specific partner-pub id if possible
