This bug was fixed in the package kde4libs - 4:4.3.2-0ubuntu2

kde4libs (4:4.3.2-0ubuntu2) karmic; urgency=low

  * Add kubuntu_72_klocale_mutex_crash_fix.diff from upstream to fix a crash
    when accessing the Locale module from System Settings. Can be removed in
    KDE 4.3.3 (B.K.O: #209712) (LP: #444637)
