[Bug 451746] [NEW] Password verification box is missing

Binary package hint: userconfig

When adding a new user, a box to enter a password is provided, however a
verification box for the password is not provided. As the password is
(correctly) not in plaintext, mistyping could set an unwanted password.

This happens in Karmic daily iso 20091013.
