[Bug 458375] [NEW] Kpackages says it is downloading packages when it's really updating the package list

Public bug reported:

Binary package hint: kpackagekit

As you can see in the attached screen shot, when kpackagekit is
refreshing it's cache it describes this as "Downloading packages".  This
is also the tooltip for the systray icon.  This is very confusing for
the user.

Initially I was quite concerned because I have not set kpackagekit up to
install/download anything.
