Binary package hint: kdebase-workspace

As Jonathan Thomas suggested in bug #459001,

«The policykit-kde stuff needs to be split out from kdebase-workspace-
bin into a policykit-kde package, as it was before the PolicyKit stuff
moved to kdebase.»

and

«[…] this change is too disruptive to do for 9.10, but can easily be
done for 10.04.»
