[Bug 460003] [NEW] setting background of kicker not possible

Binary package hint: kdebase

After upgrade from kubuntu 9.04 to 9.10:

My additional vertical pael on the left side of the screen has moved from the bottom of the screen to the top of the screen. Also, the property "Auto-hide' has changed to 'Always visible". 
The issue was easyly to resolve, but might distract some people, that why I am reporting.
