[Bug 460179] [NEW] KDE main panel is LTR on RTL desktop

I'm using RTL desktop (Hebrew). When the desktop load all panels are rtl beside the kickoff panel which is shown as LTR.
So, I try to re-run the plasma-desktop process. After kill and run the plasma-desktop process I get an RTL panel.
When I did it again it return to LTR.
Above are the commands output.

I load my desktop I got LTR panel. Then, first re-run (after that I got RTL panel)
