[Bug 462696] [NEW] Now that apport is disabled, all packages, KDE or not bring up Dr. Konqi

This is related to Bug 439758, but in some respects the opposite.

I had a jockey-kde crash today and it brought up Dr. Konqi.  I don't
think we want that for non-KDE apps.
