I have the same problem on a system updated from Kubuntu 8.10 to 9.04
(and then updating to KDE 4.3)

I did not manage to try the "different user" workaround. However, i
noticed that the problem does not occur right away after logging in.
Seems that some event triggers the problem lateron. Maybe the "trick"
described above only masks the problem because the "trigger" (whatever
it might be) was not used in that case?
