[Bug 424866] [NEW] Compositing always disabled after reboot

Problem:

Every time that I reboot or shutdown/power-on my machine, compositing is
disabled. After each reboot, I must manually go into System Settings >
Desktop and select "Resume Compositing" or hit Shift + Alt + F12.

Furthermore, once resumed compositing, all customized panel heights are
reverted back to the default height.

In summary, each reboot requires several points of user intervention to
configure the desktop _back_ to the way it was before reboot.
