[Bug 426727] [NEW] kruler in vertical orientation (pixel mode) includes window decoration in length

Binary package hint: kdegraphics

kde screenruler 4.2.2 on jaunty

steps to reproduce:
    switch ruler to measure in pixels
    switch ruler to east orientation
    run mouse over ruler to read off pixel position

behavior: 
    ruler tooltip starts counting at 23px or however wide your window decoration happens to be
    is (i.e. tooltip value = ruler marker value + window decoration)
    
expected behavior:
    tooltip should report ruler value 
    (i.e. tooltip value = ruler marker value)
