[Bug 429110] [NEW] update-notifier-kde reports blocked updates as pending

Binary package hint: update-notifier-kde

If APT packages are blocked from updates (in my case I require a
specific version of erlang for application development) the KDE update
notifier regards updates to the blocked packages as being worthy of
notification (even though they do not appear in the popup when you hover
the mouse pointer over the icon). The practical upshot of this is that
if you have blocked any updates, you always see the "updates available"
icon sitting there in the toolbar.
