[Bug 433026] [NEW] Don't deactive Kickoff menu "switch tabs on hover" by default

Please don't configure the Kickoff menu to not "switch tabs on hover" by
default. I believe the KDE upstream setting of switching on hover is
useful to more users than having to click to switch tabs. I think we
should stick to the KDE defaults unless there is a good reason or if we
are intentionally providing value-added differentiation.
