[Bug 438867] [NEW] Location search is modal to whole desktop

Binary package hint: plasma-widget-weather

1) Open weather plasmoid configuration
2) Change Location 
3) Click on other applications in the task bar

I would expect that the other application is opened, however, the
weather plasmoid is raised to the top with the modal widget on top of
it.
