[Bug 438900] [NEW] kcontrol package don't installing (after upgrading to 9.04)

Public bug reported:

Binary package hint: kcontrol

After upgrading from 8.04 to 8.10 and then from 8.10 to 9.04, I want to setup "kcontrol" package.
This package don't have info about dependencies. This package don't have info about version to be installed.
So when I try to install this package I have "Can't set all needed packets to install. Following packets have unsolvable dependencies: <Empty List>"(this message translated from russian).
But this package can be founded in synaptic list (as source I have used "http://archive.canonical.com/ubuntu jaunty partner" only).
In package properties I see only "4:3.5.10-0ubuntu1~hardy2(now)" in "Versions" section.

I need this package to change KDE interface settings (as I think now).
