[Bug 688452] [NEW] desktop effects always disabled regardless of systemsettings

Public bug reported:

No error is reported in Xorg, everything is OK concerning compositing
and direct rendering.

systemsettings says that that effects have been temporary disabled and
that desktop effetcs are not available on this system but no reason is
displayed.
