I agree with this report and the suggestion that lilypond should be
moved from the recommends to suggestions.

I also agree with Christoph on the matter of moving the citation
management tools to suggestions. Like Christoph, I think this case is
more debatable than lilypond. Still, being one of those people who don't
want/need to manage their citations with a dedicated tool, I think these
would be better placed in suggestions.
