[Bug 526066] [NEW] k3b recommends vcdimager again in lucid

Binary package hint: k3b

k3b in lucid recommends vcdimager again, which is in universe.  This
recommends needs to be dropped, or else an MIR needs to be done for
vcdimager.

I think this is probably just a mismerge from Debian, since the Ubuntu
changelog shows vcdimager had been dropped to suggests once before.
