I created a static profile using the plasma-widget-networkmanagement tool
After switching from the default DHCP profile to static my connection to the internet was down.
After much wrangling I discovered if I opened a terminal and sudo ifup eth0 the connection would be established.. 
I have set the static profile to connect automatically but have not tested this on a reboot.  I will do that and report back.
