[Bug 601340] [NEW] libsmokeqt-dev and libsmokeqt4-dev should conflict

Binary package hint: libsmokeqt-dev

libsmokeqt-dev and libsmokeqt4-dev both have /usr/lib/libsmokeqt.so but
do not have Conflicts on each other.

On Kubuntu Lucid:
