Thanks, Jonathan, I did not realize that there was such an XDG standard. Taking your word that it exists, I filed the bug upstream here:

Could you please provide either here or on the upstream a link to the fine XDG manual that states such. A google search for "downloads folder" against the standards.freedesktop.org site produces no results:
