[Bug 658713] [NEW] solid actions are not translated

Public bug reported:

Solid action files such as
/usr/share/kde4/apps/solid/actions/k3b_audiocd_rip.desktop are not
translated

The translations are stripped when uploaded

Although we have translations in language packs e.g. desktop_extragear-
multimedia_k3b.po they are not picked up by the UI.
