[Bug 747572] [NEW] solid gets incorrect battery settings with both hal and upower installed

Public bug reported:
With both hal and upower, the batter status on my laptop is incorrect
(see screenshot). As you can see in the background, at the same time,
upower is reporting correctly. Removing hal and rebooting fixes this.
