[Bug 770148] [NEW] Choqok incorrectly expands URLs with special characters

Binary package hint: choqok

When clicking a "shortened" URL inside a twit, Choqok expands it by
itself and passes the "expanded" URL to the web browser.

The matter is that Choqok incorrectly expands all URLs containing
accentuated i.e. éàçè characters, or special chars such as « ’»

When URLs containing such chars are handled by Choqok, each special char
seems to be passed to the browser as several meaningless bytes.

More and more CMS-generated URLs contains such special chars, especially
in languages that makes extensive use of them - such as french. When the
title of a paper, note, etc, contains such characters, there are high
chances that the CMS (such as wordpress, etc) will generate an URL
containing those, and Choqok will break it.
